Project Manager


This client is undertaking a strategic procurement programme to tender and award contracts for Hard Facilities Management (FM) services across its estate of over 350 buildings.   

The scope supports the Hard Services only: primarily planned preventative maintenance (PPM) with supporting Schedules of rates for Reactive, and Remedial works. The appointed Project Manager will lead the end-to-end procurement process, collaborating with the Contracts team, and the other internal stakeholders ensuring compliance and adherence with SFG20 standards is at the forefront.

Key Responsibilities
  • Programme Management
    • Develop and manage a procurement programme plan aligned to the wider contracting strategy.
    • Adopt the JCT Measured Term Contract form as the primary contracting vehicle supported by NEC4 Term Service and the Universities own CPA agreement with the appropriate terms.
    • Coordinate internal and external stakeholders including Estates, Procurement, Legal, and Finance teams.
  • Tender Management
    • Working closely with the client Procurement team and using the established processed you will play a pivotal role in the tender process, from inception to implementation.
    • Working with the Contracts team You will be required to compile all of the appropriate documentation, including specifications, KPIs, SLAs, and pricing schedules for the appropriate SFG activities and rate card expectations for Reactive and remedial works.
    • This role is reliant on working with External consultants and specialists to support the successful outcome of the Contracting Strategy.
    • The role holder will play a large part with the Tender pre-qualification process, including any supplier engagement and Q&A's through to tender evaluation and contract implementation.
  • Stakeholder Engagement
    • You will be required to Facilitate workshops and meetings with  the appropriate university departments to gather any specific requirements and feedback relevant to the contract process.
    • Communicate progress, risks, and decisions to the Senior Contracts Manager, Managed Services Senior leadership and the appropriate governance boards.
  • Risk & Compliance
    • You will be required Identify any particular risks to either party, such as Asbestos, Access limitations and age & condition of Assets.
    • Ensure all procurement activities are auditable and compliant with university and statutory policies.
  • Contract Finalisation
    • Support contract negotiations and finalisation.
    • Ensure mobilisation plans are in place for successful transition to new service providers and that suitable and sufficient communications are shared with all interested parties.
Essential Skills & Experience
  • Proven experience managing complex FM procurement programmes, ideally within higher education or public sector.
  • Strong understanding of Hard FM services including M&E, building fabric, and statutory compliance.
  • Practical working knowledge of SFG20 & SFG30 practices and procedures.
  • Knowledge of procurement regulations and frameworks (e.g., NEC, JCT, PCR 2015).
  • Excellent stakeholder management and communication skills.
  • Ability to manage multiple workstreams and deliver to tight deadlines.
Desirable Qualifications
  • PRINCE2, APM PMQ, or equivalent project management certification.
  • CIPS qualification or equivalent procurement experience.
  • Experience with CAFM systems and FM performance reporting.
